Healthcare licences are a medical file wearing a company hat. DHCA (the DHCC authority) plus DHA rules decide who may practise. You cannot ‘open a clinic’ on a Meydan consulting licence.

Budget the fit-out, the medical director, and the malpractice cover. The trade licence is the cheap line.

Clinician licensing and the facility licence are two clocks. Both have to be green.
