Dubai’s private sector is built on hired residents. Aviation, hotels, construction, logistics, retail, tech and healthcare take people from everywhere — on a company visa after medical and documents. There is no general ‘foreigner quota’ you can pay to skip. Golden Visa and freelance permits are separate products with their own tests.

English is enough in a lot of offices; Arabic helps in government-facing work; Russian, Hindi, Tagalog, Malayalam and French show up in specific desks. The filter is usually skill plus a clean passport, not nationality, except where a licence or security clearance says otherwise.
