RTA publishes which national licences can be exchanged. GCC, many European, UK, and some others swap. If your country is not on the list you go through a driving school — budget time and a couple of thousand dirhams, not a weekend.
You must be a resident to get a Dubai licence. Driving on a visit with a foreign licence has limits — do not assume a year of rental cars on a tourist stamp. Salik is the toll tag. Fines sit on the RTA app and can block your visa file if ignored.
