The old unlimited ‘labour ban’ story is mostly stale. Process still exists. Do it on paper.
Under current labour law you can move to a new employer if you serve notice and the new company files a work permit. Bans still appear in limited misconduct / absconding cases — not as a default punishment for resigning.
Do not start the new job on the old visa. Do not let either PRO hold you in a gap with no medical insurance. Get the experience letter. Check the new offer’s basic; gratuity at the next exit will use that number.
